PELICAM International Film Festival, 7th edition

June 21-24, 2018, Tulcea, Romania

 

1. Summary

PELICAM International Film Festival is organized by Les Herbes Folles Association and is the only international film festival in Romania entirely focused on the environment.

The main purpose of PELICAM is gathering in one place the diversity of the best international film productions dedicated to the environment and promoting them, in order for the Romanian audience to discover the culture of other countries and also to enrich their cinematographic culture, in Tulcea and in Romania and to raise awareness to this film genre.

 

Pelicam IFF is an annual event and the sixth edition will take place in Tulcea between the 21st -24th of June 2018. Each film is screened maximum two times. The locations for the screenings are cultural areas properly arranged for film screenings.

 

2. Sections

Official Features Competition

Competitive section focused on documentary films produced after January 1st, 2017, with a duration between 52 and 130 minutes. They must be national premiere at Pelicam IFF.

Official Shorts Competition

Competitive section focused on documentary short films produced after January 1st, 2017, with a maximum duration of 30 minutes. They must be national premiere at Pelicam IFF.

Black Sea Docs Competition

Competitive section focused on documentary films originating from countries neighboring The Black Sea: Romania, Moldavia, Ukraine, Russia, Georgia, Turkey, Bulgaria; produced after January 1st, 2016 with a duration between 52 and 120 minutes.They must be national premiere at Pelicam IFF (except the Romanian productions).

“Fresh Perspectives”International Competition

Competitive section focused on documentary films particularly conceived for the young audience (15-30 y.o.), films that present or show alternative solutions for a sustainable future, produced after January 1st, 2016 with a duration between 30 and 100 minutes. They must be national premiere at Pelicam IFF.

 

Out of Competition

Classic Pelicam

Non-competitive section presenting older films that approach, directly or not, the environmental theme, fiction or documentaries, films that could be understood differently after a certain number of years passed since their first release.

GFN Award

Non-competitive section presenting the winning film of Green Film Network Award 2019.

Retrospective

Non-competitive section presenting thematic films, animations and films for children. Not necessarily national premieres.

Besides these sections, the 5th edition of Pelicam IFF will also contain special events like master classes, workshops, music concerts, photo exhibitions etc.

 

3. Juries and awards

3.1.

The jury for the official competition, an international jury composed of three international personalities of cinematography and environmental specialists, will award:

PELICAM Trophy – awarded to the best film in the Official Competition, in value of 2.000 Euros (goes to the director of the film).

3.2.

The jury for the shorts competition, an international jury composed of three international cinematography specialists and film industry specialists, will award:

Pelicam Best Short – awarded to the best short in the Shorts Competition, in value of 500 Euros net (goes to the director of the film).

3.3.

The jury for the Black Sea Docs competition, an international jury composed of three international personalities of cinematography and environmental specialists, will award:

Black Sea Docs Award – for the best film in the Black Sea Docs competition; the prize is in post production services in value of 3.000 Euros at Cinelabs Romania, for the directors’ next film.

The film will also be Pelicam’s nomination for Green Film Network Award 2017.

3.4.

Fresh Perspectives Jury, composed of at least five members, teenagers, will award:

Fresh Perspectives Award – for the best film in the Fresh Perspectives competition, in value of 500 de euro (goes to the director of the film).

 

4. Eligibility Criteria

In order to be eligible, the films submitted for one of the first four sections must fulfill the following requirements:

1. They must be produced (the date of first screening) after the January 1st, 2017 for Official and Shorts Competition, and after January 1st, 2016 for Black Sea Docs and Fresh Perspectives Competition.

2. They must be Romanian premieres, except the Romanian productions in the Black Sea section.

3. The films are screened exclusively on HD (Blu Ray, DVD video HD or HD file at 1080p).

4. The films must be screened in the original version with Romanian and English subtitles (if they are made in a language other than English). If a film is selected, the distributor/producer of the film must provide the festival with the English dialogue list.

 

6. Submission process

The distributor/producer of the film must fill out the entry form before March 15th, 2018.

Films submitted after the 15th of March 2018 will not be taken into consideration!

The distributor/producer of the film is fully responsible for the accuracy of the data provided in the entry form.

 

7. Festival participation

The organizers will announce the producers and directors of selected films before March 25th, 2018.

The Festival organizers determine the official screening schedule (order and date, time and place of the screening).

The Festival is open to the general audience, from young audience (8-14 y.o. for which we have special screenings) to teenagers and adults. The themes are diverse, covering a wide and specific range of interest, regarding both the films and the extra activities during the festival.

A significant number of accredited members of the written and audio-visual press, as well as representatives of non governmental organizations with activity related to the environment, will also attend the festival.

Participation in the Festival implies the unconditional acceptance of all the aforementioned rules and regulations.

8. Selection rules:

The screening copy with English subtitles burned in should be sent together with 10 posters of the film by courier to the Festival Office, address to be announced soon.

The festival should receive the film no later than May 10th, 2018.

Press and publicity materials for each film should also reach the Festival by online transfer at [email protected] no later than April 20th, 2018.

The press kit must include booklet, hi-res stills, director’s photo and biography, English dialogue list, trailer and technical specs.

Preview tapes and DVDs of films not selected will be returned only if the owner of the rights covers in advance the shipping costs.
